ARRA Sub-Recipient Information

New Sub-Recipient Training Sessions

OERR will be hosting a new set of training sessions on 1512 Reporting. The purpose of these sessions is to outline the responsibilities of sub-recipients and to review the required 1512 reporting requirements. Sub-Recipients who have not participated in previous training sessions should attended. Refresher Sub-Recipient Training Sessions

OERR will be hosting a set of refresher training sessions on 1512 Reporting. The purpose of these sessions is to review material covered in previous sub-recipient training sessions. Sub-Recipients who have participated in previous training sessions are welcome to attended. Note: OERR will be scheduling additional training sessions over the next several months. Sub-recipients only need to register for one of the training sessions as the content is the same for all sessions. OERR reserves the right to cancel training sessions due to low registration levels.


January Reporting to www.federalreporting.gov

The Rhode Island Office of Economic Recovery and Reinvestment has adopted a delegated model for 1512 reporting. This means that prime recipients and sub-recipients will be responsible for reporting the required 1512 data elements directly to www.federalreporting.gov

There are five main steps to the 1512 reporting process:

Step 1: Register

  • Enter your personal information – name, email address and telephone number. Your email address will serve as your user ID for logging into FederalReporting.gov.
  • Complete word verification.
  • Answer three security questions.
  • Enter organization information – click award recipient and enter your organization’s DUNS number and click “Proceed.”
  • Verify your personal and organizational information. If correct, select “Register Now.”
  • Print “Registration Confirmation” screen for your records.
  • Check your email for your assigned temporary password.

Change Password

After registering, FederalReporting.gov will send you a temporary password via email. You will need to change your password the first time you log in to the site after registration. To do this:

  • Enter the assigned temporary password in the “Old Password.”
  • Then enter a new password.
  • Re-type the new password to confirm.
  • Once the data is entered, click “OK.”

Request FederalReporting Personal Identification Number (FRPIN)

FederalReporting.gov will assign each DUNS number a unique FRPIN. The FRPIN lets FederalReporting.gov know that you are authorized to report.

Follow these steps to request FRPIN(s)

  • Click “Request FRPIN” to begin the process.
  • Enter the DUNS number for which you will be reporting and click “OK.”
  • Verify your FRPIN request.
  • Once approved by your agency POC, you will receive your FRPIN for that DUNS via email and in your FederalReporting.gov “My Message” inbox.
  • This process must be repeated for each DUNS for which you will be reporting.
  • When you submit your 1512 report to FederalReporting.gov the FRPIN will be used to verify that you are authorized to report on behalf of your organization.

If you are reporting for multiple DUNS numbers, you will need to request a FRPIN for each DUNS number.

One Last Thing About Registration!

OERR is tracking all registrants in FederalReporting.gov. Once you have completed registering, download this Excel file, complete, and email to 1512reporting@gov.state.ri.us.

Note: State agency staff should submit this information by completing the "Reporting Federal Registration" survey on the OERR Intranet.

Step 2: Report Jobs Data to State Agency by December 29, 2009

State Agencies that are prime recipients of an ARRA award are required under Section 1512 of the Act to report jobs data including number of jobs created and retained and a description of the jobs. Prime recipients must collect and report jobs data for their own organization as well as from their vendors and sub-recipients. OERR has developed a Jobs Data Collection tool that prime recipients must use to collect and aggregate jobs data from themselves, sub-recipients, and vendors.

Sub-recipients submit jobs data to the state agency from which they receive their award. Jobs data must be submitted two days prior to the close of the quarter to allow time for the state agency to aggregate and report the jobs data to FederalReporting.gov.

Step 3: Upload Completed 1512 Excel Template to www.federal.reporting.gov

  • Data will be reported quarterly via www.FederalReporting.gov using the 1512 Excel Templates.
  • Prime recipients and sub-recipients will report cumulative data for all 1512 data elements through the end of the reporting period.
  • 1512 Excel Templates must be uploaded no later than 10 days after the end of the quarter.
  • Reporting will continue on a quarterly cycle throughout the life of ARRA.

Note: OMB guidance states that data will be published on www.Recovery.gov as early as January 11, 2009.


Step 4: Review and Comment

  • Prime recipients review their own data as well as that submitted by their sub-recipients.
  • The prime recipient review period begins on the eleventh (11th) day and ends on the twenty-first (21st) day after the end of the quarter. For example, the prime recipient review period for the quarter ending December 31, 2009, would be from January 11, 2009 - January 21, 2009.
  • Prime recipients will work with sub-recipients to alert them to potential problems with their reports so that the sub-recipient can make corrections during this review period (January 11 – January 21, 2009).
  • Prime recipients can also correct any errors in their reporting during this review period.
  • Prime recipients and sub-recipients spreadsheets will be locked beginning on the twenty-second (22nd) day after the end of the quarter.
  • Federal Agencies will begin formal review of the data on twenty-second (22nd) day after the end of the reporting period.
  • Recipients and sub-recipients will be notified by their federal agency of material omissions and significant errors and offered the opportunity to correct data prior to the closing of the reporting period on the thirtieth (30th) day.

Step 5: Release

  • Data will be released as early as the first day after the close of the reporting period; e.g., for January this will be January 11.
  • Final reports will be published on www.recovery.gov on the thirtieth (30th) day after the end of the quarter.
